docs: make a Discussions announcement step 8 of the COM release flow
Every release now gets an Announcements post shaped like #418 and #302: features first, contributor mentions inline, Thanks at the end. The step records the GraphQL command and ids, and why it exists: posts stopped at 1.18 while ten releases shipped unannounced. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
