Reconcile scripts/codeman-web.service with the installed ~/.config/systemd/user/codeman-web.service so they're identical: carry the loopback + `tailscale serve` security note, keep NODE_COMPILE_CACHE, and a concise CODEMAN_GESTURE comment.
